viewfile() now uses case-corrected file path

Sometimes files uploaded may have the wrong case in the filebase (a different unresolved issue), but for instances where that has happened, make those files viewable in sbbs. This really only impacts target OSes with case-sensitive
file systems (e.g. *nix).

File view prompt: show the full filename; log files missing on disk

The view/extended-info prompt squeezed the name into an 8.3 buffer, so
every SyncTERM-1.x-setup.exe was labeled "SyncTERM.exe". Show the name
in full; a long one wraps the prompt rather than becoming ambiguous.

Viewing a file whose record exists but whose file doesn't still tells the
user only "File not found", but now also logs a warning naming the file,
its directory, and the path, since it's the sysop's to fix.
