    In brief, on most maps South is down so the correlation becomes "going down" = "going South" = "going bad". There are other possibilies .. let me know if you can't access the link.

    My uneducated conjecture is that at one point the phrase
    became a reference to the flight of criminals from South US
    to Mexico, in search of shelter.
