    this software (OpenXP 5.0.45) works with CP437 only.
    At least in Fido network.

    Hmmm... That I consider a serious shortcoming. If it can't do at least CP866, it will not be usable by the majority of Fidonet participants...

    Of course not. Even today no application can deal with two codepages simultaneously. It was and still is one at the time.

    One good reason to go UTF-8....

    CP437 (Codepage 437, DOSLatinUS) - code page used in the original version of the IBM PC since 1981. CP437 has served as a model for many other encodings, including an alternative encoding for the Russian language.
