Unpaid taxes don't limit your freedoms until it gets to the point where you're thrown in jail, and there are plenty of opportunities to correct the situation before that happens. The IRS wants the money it is owed, not anyone's freedom. They gain nothing by jailing people except as a deterrent to others.
