There's only 1 thing that Biden cares about in the current budget, and that's aid to Ukraine. He's willing to forgo anything else in there, but the Ukraine funding "has got to be in there."

Notice that Ukraine hasn't been blown off the map in the absence of our money?

Must be they don't really need it after all.
