Did you try lowercase?

I did. Same issue. If I don't pass any kind of xtrn= parameter, it takes me straight to the xtrn menu where everything works fine.

I've verified that rlogin_auto_xtrn is set to true as well.
The next thing to check would be the access requirements of that program (and the section containing it) in SCFG->External Programs. --
