I believe that I have defined the file areas in Synchronet
correctly, and yet all I get an error that the path for incoming
files cannot be found.
I have the path for FSX_IMGE defined as c:\sbbs\data\dirs\imge
and that folder does exist. I have the short name defined as
IMGE and the internal code as: FSX_IMGE
If I can figure this one out, I should be good to go on the
others. Any suggestions?

In /sbbs/ctrl/tickit.ini , you define *EITHER* the "path" or the "dir". Not both. They are mutually exclusive - read the commented notes at the top of that file.
My definition for that file echo is defined like this:
[FSX_IMGE]
Dir=FSX_IMGE
The shortname of "FSX_IMGE" is defined in the file area configurations. That's all you need. There should be no "path" statement for it in the config file (tickit.ini).
