• Booting problem

I've got a Winbook Z1 laptop, PIII 1.0Ghz. It's the same generic computer
that Dell markets as the Inspiron 5000e. It's been a great computer, until recently. Now, probably 90% of the time that I boot the computer, it gets
into an infinite loop where it will boot, spin the hard drive for about 4 seconds (not even long enough to access the BIOS, I think), and then reboot.
It will stay in this loop until I remove all power (AC & battery) from the computer to force it to shut down.

As a result, I never shut down the computer, only put it to Standby. But
when I'm forced to reboot for an installation or a crash, there it goes
    again.

I had been running Windows ME, and I recently upgraded to XP Home. The system's quite a bit more stable now, but if I have to boot or reboot, the problem persists. Any ideas?
