Finally gotten one of eBay. Came with a video modulator but no PAL encoder.
My question is did anyone ever get any joy feeding this signal into a modern
TV which claims NTSC 3.38/4.43 (I assume this really means 50/60) support?

Not really likely. 3.58/4.43 probably really means 3.58/4.43 and it
means the color subcarrier frequencies. "NTSC" means simply means, in
this case, that there is not phase-alternation between lines and that
there is no averaging of the color signal with that of the preceding
line, as in PAL. 50/60 ability is another beast.

The problem: The Europlus does not produce either a 3.58 or a 4.43 MHz subcarrier - it is another value still, I think about 1% or so below
3.58 Mhz IIRC, but that difference should be quite enough for your TV to
be unable to pick it up.

The only way to get color from a Europlus is really a PAL encoder board,
or changing the board back to II+ mode and using an NTSC Monitor.

3.58/4.43 ability is most likely related to 60/50 ability, since there
would be no point in keeping these separate from one another. The
    color subcarrier frequencies are (MHz):

    50/625 60/525
    PAL 4.43361875 3.57561149
    NTSC 4.4296875 3.579545

The two major systems are of course PAL-50 (4.43361875 MHz) and
NTSC-50 (3.579545 MHz). A few countries (Brazil, Laos, Thailand)
use PAL-50 (3.57561149 MHz). And NTSC-50 (4.4296875 MHz) is nowadays
not used but was used for expermiental transmissions in Europe in
the early 1960's, before Europe decided on using PAL and SECAM.
    instead.
