    It may well be a symlink if there was a previous install of the
    commandline tools. Not saying that is the case, but it's certainly a
    reasonable guess.

    Depends on what do you mean by "replaced":

    1. The contents of file didn't change between Xcode 11 and 12, but the upgrade changed _fd_deh.h in SDK 10.15 from regular file to hard link to same file in SDK 11.0.
    2. You've manually edited the header before and upgrade overwrote your
    changes.
    3. You never edited the header, but the contents of _fd_def.h in SDK 10.15
    were changed after you installed CLI tools for XCode 12.

    You'd have to ask Apple, but my guess is:

    1. Space saving.
    2. Space saving. Also: don't edit random files in /usr, they will be overwritten (same would happen with apt-get upgrade on Linux, for example).

    The real question is why it matters to you? It certainly doesn't matter
    to most developers. If you are modifying shit deep inside of SDKs and
    getting upset when Apple makes SDK changes, you're clearly doing it
    wrong and have only yourself to blame.
