Any ideas on how to get my photoslibrary back in its rightful place? I
find I can load it on the external drive through Photos.app and it has
all the additional files added during the past 3 weeks of
non-timemachine backup.

If you know how to use Terminal.app you can cd to the folder and
then ls -l to get sooper seekrit unix information Finder
sometimes hides.
cd <drag-and-drop-the-problematic-folder-on-the-Terminal>
ls -l
See if the file is listed and if the permissions include rw???????

tried ls -al to see if it was invisible. nope.
I next tried to get it from a backup. It was greyed out, and when I
restored it anyway, it was 3G instead of ~48-ish.
But still, I now had a file there, so I again went to the external
drive and tried to manually copy it again. This time it at least asked,
do you want to replace it? Yes I did, and again it had it's little
indicator that the file was on its way with the icon progressively
filling, as with a download.
Sadly, after a while the message appeared again: "The operation can't
be completed, because an item with the name "Photos
Library.photoslibrary" already exists."

Tried a lot of different solutions. The best seemed to be this:
opt/double-click Photos to start with options. Select "create new
library". Once created, exit the program. The "Photos Library.photoslibrary" begins downloading all files from iCloud. Wait
4 hours; done.
I assume if one were not using iCloud to store pictures one could call
the .photoslibrary file anything and put it anywhere.

Finder is easy to use, but totally useless when there is a problem.
With Finder, it is better to copy subfolder by subfolder, so you at
least know which one has a problem. And then can work file by file
within that one till you find the problem one.
The other option is to use the command line with cp with proper
arguments are recurvive flag and -v to generate line for each file and
pipe output to a log file. You can then look at log file and find
exactly which files failed to copy.

copy with same name?).
With command line, you can also use sudo which basically eliminates most
"no provilege" errors for files you are not meant to change. (or you
can chmod the source tree to ensure all files in the source have
protection that lets you read/write the files.
