    I have a Quicksilver 867 MHz G4 with a Superdrive running OS X
    10.2.6 and OS 9 9.2.2. When I try to burn a mini CD-R in OS 9, I get
close to the full capacity of the disk (210 MB). When I try to burn
mini CDs in OS X, I never get more than ~37 MB. This also happened
    with OS X 10.1.x.

What program are you burning with?

    I haven't used the 3" CD-Rs, but I do frequently use business-card
size CD-Rs (about 50M capacity) and I can burn the entire 50M using
Toast. I never tried it from the Finder.
