Resedit is a 68K app. I am surprised a version for X does not work, or can Resedit edit OSX apps?
First, he said "Resourcer", not "Resedit" -- different programs. Resedit 2.1.3 does run under Classic. I have opened the resource files associated
with OS X applications using Resedit. For example to see the resource
file associated with Acrobat Reader 5.0, the file to open in Resedit is: /Applications/Acrobat Reader 5.0/Contents/MacOS/Acrobat Reader 5.0
I haven't experimented with trying to change resources of OS X applications, but you certainly view them using an old version of Resedit under Classic.
Resourcer is a Carbonized resource editor that runs "native" under OS X. Haven't used it, because it is commercial, but I gather that it is just a carbonized version of an OS 9 application.
