XCode 12.2 compiles old code going back to OS X 10.12 by actual test. I haven’t got older stuff immediately available, and have very little incentive to dig older code out.

XCode 12 requires Catalina 10.15.4.
At least one of the betas had some issues on Catalina, but the release
version definitely works on 10.15.4. I have no idea what the
Scientologist is talking about.
