The latest plan re water for food is laid out in the open, but has really been in the works
for a very long time:
1. Dump copious amount of freshwater into the Pacific Ocean under the guise of protection for Delta smelt and Chinook salmon, instead of conveying and delivering that
historic supply to productive Ag land, and the farmers who paid to build and maintain
the water projects.
2. Force farmers to pump replacement groundwater, and in essence, either pay again for
the expensive pumping of water, or take land out of production; Create a groundwater
sustainability crisis.
3. Pass the Sustainable Groundwater Management Act (approved in 2014) limiting how
much replacement groundwater can be pumped.
4. Farmland without adequate surface and groundwater supplies must now be fallowed
and loses most of its value. SGMA will take about a million acres out of production.
5. Communities buy fallowed farmland cheap and add its groundwater to the community
supply for SGMA compliance; Or, farmers receive groundwater credits for fallowed land
to use on any other sections of their land still in production, and are given the ÿit's
better than nothingÿ option for idled land to build spreads of solar panels. Governor
Newsomÿs push for all renewable energy requires vast expanses of land for solar in
sunny regions.
6. A million acres of the most productive and richest food producing land on the planet is
no longer available to feed a growing population, and is transformed to fields of solar
instead to battle "climate change".

With all the corruption that is surfacing nowadays there is still a non-trivial chance they won¤'t get power to carry those plans out, though.

Considering that the one state in the Lower 48 with the most Pacific
coastline is also one that has a lot of issues with drought, that sounds
like a dumb idea. So I would not be at all surprised if there were other motives behind it.
