    |to make copies or images of damaged disks. In theory it's the same as
    |with the 1541, for some errors the contents of the damaged sector are
    |already in the DOS buffer. For other errors (header errors) the sector
    |is not read into the buffer, even if it's still on the disk.

    Frequently enough, the data is still in the buffer, but for a decode
    error.

    Try driving the job queue.
